Were the special magic effects ever documented/decrypted or discovered? I would like to modify Level ? Holy into Level 2 Holy if that is possible.

Level ? Holy affects party members with level number divisible by the last digit of your Gil, I believe.

You would need to edit the code for the spell to check if the current level of each party member is divisible by two. I believe the code should be in bank C2.

Just remove the special effect and set the hit rate to two and you're done
