Sounds to me like he wanted to erase the wind track from the said songs. I did that for Singing Mountain because the wind was getting in the way of other sounds. The wind track is a very small string of bytes at the very end of the song data. You would want to replace it with whole note rests to eliminate it. ($B6, $B6, $B6) etc. B6 = whole note rest. Just start from the very end of the song data and carefully work your way up until it is gone.

However for the Narshe cliff, that is the actual "wind song", and is separate from songs that just use the wind as a track. Using the event dump as a reference, and changing it to fade in another song is indeed the way to go in that instance.
