Final Fantasy VI with Final Fantasy V Elements

Ok so,
I've been working with the Old-School RAM Editor for FF6 for awhile now and, i've been trying to get Noel & Serah to be like Gogo "With the option to change there specials", But i'm having a problem with it though, whenever i set Noel's And Serah's ID to 0C, it just turns them into Celes/Serah. I've herd about "How you can do that without using the RAM Editor", but i don't know how to. If you guys can help, thanks a ton!.

Oh and if it Requires Hex editing, then it will Help a ton with my skill of Hex editing,

You can't do that with a RAM editor. To have a character switch commands in the menu and have access to the special menu, you need to change some references to Gogo in bank C3.
