The palette loaded is for Figaro's castle. Although there are other castles that look like Figaro (like Doma), I don't think they share the same graphics oddly enough. I've completely replaced both the castle and it's palette with that of FFIV's Baron and it didn't change Doma in the World of Ruin. I'm not sure about the other stuff, except that the bottom animation seems like the "Monster out of Water" animation when in-battle.
