I think Brave New World made a great change to Steal; only human enemies and enemies that would reasonably be holding onto items have anything to steal and every successful Steal was a free action and let Locke act again immediately after, making his Mug skill a very situational but useful skill. Maybe something along those lines, feel free to think outside the box.
