I saw that fight, but... where's the fun? since you are in fanatic tower, the only way to pierce his white wind is quick spamming, or 2 hours of rasp spamming... unbalanced difficulty is you ask me.

Yeah.... That was me. The only reward you actually get is the Paladin Sword for Cecil (Which at that point I already have the Excalibur II) and I can't remember if you get a Megalixir or not.

Anyway some good idea would be to have some 100 magic stat mage, or 100 attack stat fighters, spend some level to have around 9999 hp and the remainings levels all spent on speed.

That should ensure area healing spells of 9999 hp, or specials that deal 9999 almost for sure.

PS. You mean the Storm help form, or the merton spam form?

And there fits perfectly what i said about the use of the feature that makes you swap weapons and shields in battle

Your defence stats should be the highest possible, or he'll squash you with his attacks
Despite that, in that form casts almost always merton spell... that's a moment in which you can apply an otherwise useless strategy:
Except the one that wears the paladin shield almost for sure, why not swapping in battle the others shields with a flame shield? it's weak, but you can use his merton for keeping you at maximum HP, so you may finally concentrate on attacking him, in this case you should have a multi-jumper, or a multi-attacker, or Cyan with lv7 swordtech, or simply use quick to block his counter(that will work only till the 1.01 version in which Czar will counter even with quick active ).
There are many other ways to neutralize this form, anyway

PS. When he changes form, swap immediately flame shields with previous equip or you may regret it
