Also I would suggest using the Knight from the Opera (Draco, I believe) as you can quite easily (or more easily) craft Steiners armor from his.

I would have said the same thing about Draco
but in all honesty I think Umaro might be a good base just off the fact that he is the bulkiest sprite of all the original FF6 chars
