If memory serves me... i believe the tiers leading to final Kefka are all built into the background and editing them would require getting the japanese battle background tileset and using it to replace the one in your hack... I admittedly know very very little about this process and it may not work as simply as I'm describing. But I do know battle background editing is one of the more difficult and untested realms of FFVI hacking.
