I just downloaded it to try it and Terra can move fine at the start of the game. Did you patch over a previously patched rom/version or something? Make sure your ROM you are patching to is a clean v1.0 rom with no header. I thought it might be a header issue, but if you patched over a headered rom it wouldn't even load up to the title screen... so I'm guessing you may have patched over a previously patched rom. It works fine though, so something must've went astray there.
