If the hack is still developed, sure if the person is willing to add content threads. For a recently finished hack I'd have to see, it would be case by case. The key is having enough content so it worth having the forum; otherwise a thread in the Game Hacks sub-forum can do the job. Finally, an old finished hack like FF6: Cheeseburger will never get a sub-forum.
