Al Lover on the veldt How to fix ?

Could I just switch the battle with one leafer into allover would it appear on the veldt ?

Seriously, if you move him to a formation lower than 256 or add a monster such as the leafer to the formation, you should see him appear. There is also a patch that exists to have him available.

Also what enemies appear on the veldt that shouldn't cause they have no rage ?

There are 3 missing rages: Allo Ver, Chupon and Siegfried. Here's the link to the patch I was talking about:

From what I know, every monster appearing on the Veldt have a rage.

For some reason I thought that the Doberman did not have a rage and one of the macitek armor looking enemies didn't have one but were on the veldt .

Terii Senshi did not documented it but most patches work with version 1.0, some doesn't work with 1.1, so I would try with version 1.0

Yes it seems my rom does not like patches so which battle numbers are the Siegfried and Chupon Coliseum battles ? Al Lover I fixed with the 126 battle .
