Japan and SHALL / Snow

We've heard from Djinn, so it's good that he's safe. SHALL is safe as well, however I'm not sure about Snow. He has yet to get on Skype lately. SHALL is from: 東京, 東京都TATIKAWA, Japan.
This is what SHALL said to me this morning:

Translation? i can't read Japanese.

He's saying that he's safe and theres a power outage.
Something like that.

He said he can't use his electricity from the 14th (today) until April!

Man, Tokyo must suck right now.

I'm curious: you can read Japanese from left to right (like English sentences), or from right to left??
