No it's not possible. The PC version has a GBA ROM inside for various data but graphics, sound, combat system and dialogues are coded in the executable file. In fact, it would be possible to make a version of ROTDS on GBA but it would be a milked and limited version. Less researches has been made on the GBA ROM than on the SNES one and even less on the PC version.
