So the hack I am working on replaces Kefka with a much more relaxed enemy. Similer to Sephiroth. What's the easiest way to keep Kefka from doing his spaztastic movements and jumping around and stuff? Can this be done in dialog (have seen some movements in there) or does it have to be done in hex editting?

This is purely event editing. You'd have to find each instance of these movements that you want to stop and write them out yourself.

The ones in combat may be a bit harder to find as battle events are not nearly as well-documented.

Can this be done in FF3LE or does it have to be within the hex editor?

Zone Doctor has an event editor but it can also be done in a hex editor. Battle events can only be edited via hex editor.
