Is there a tool to edit the spell animations? If yes, can I get the link to it?

You can use FF6MDE or FF3usME. They are both in the ''Tools'' section.

It's a program to edit spell animation among other things. Did you actually look at the Tools section?

FF3usME, FF6SE and FF3spriteED can do this. Again, those programs are all in the Tools section. Please navigate the site a bit before asking those kind of questions...
