Missing Palette Swap?

I'm in need of a tiny bit of assistance with a minor graphic mod I'm doing. For the mod I need Edgar's palette swapped from 00 to 04 in every instance he's in (except when Gerad).

I've already done all the hex editing for palette swaps according to both EventScriptTxt and palette_locs files. I also went through each map in the level editor (the most recent Rogue version) and corrected Edgar's NPC palettes to 04 like I wanted.

However when playing through the game to see if I missed anything, during the flashback scene in Figaro where we first see Sabin, my Edgar's palette was still set to 00. I checked the Library map in the level editor and I don't even see Edgar's sprite there; just two men, Locke's sprite, and Sabin's sprite.

Does anybody know where my missing NPC Edgar or hex location is?
