You must have disregarded this post here by Madsiur that says it all.
Also, you (and others that failed using this patch) should be aware of what a 'header' is if you are going to be using patches, and how to add the header and remove it if need be. The description and readme for this patch clearly states that it's supposed to be used with your ROM unheadered, so that's why it's not working for you. You'll first have to remove your ROM's header with a tool like SNESTool, and then apply the patch.
