Well, I just found my pick. After the espers trash Vector, Arvis and Banon are walking around trying to shift the blame for the whole mess (wtf, Banon?). And Arvis is like "it was like this when we got here" as if we somehow thought him and his paltry force of Returners successfully invaded and burnt down the Imperial Capital.
