apply to a FF3us 1.0 headerless ROM

Allows for the Tintinabar effect to happen without having the actual relic equipped. This means the Tintinabar should be changed to something else, which I did not do with this patch. This will of course make an already easy game that much easier...but less tedious as well. I should note Hatzen made a patch that heals the party back to full after each battle, if that's your thing you should check out his patch - this patch has you heal each step, which imo is a bit fairer in terms of difficulty/balance.
