Try replacing the byte at C1/3557 (0x13557 in a hex editor) from 0xA2 to 0x60 (RTS). I think that will stop it from making an extra copy of the last row of tiles.
You can also try making the changes below. I changed it so that it copies 32x19 tiles instead of 32x20 tiles when copying the tilemap to VRAM.
