They are relative values. If you notice, the fanfare Y value is one less than the Y value of the standing, that's because during the fanfare pose the character "jumps" up one additional pixel. Editing these values does change the position of the sprite.
That info about the sprites in the VRAM will be very helpful, thank you. My task, it seems, is going to be making sure the VRAM has the correct sprites in it and that the code knows how to find the right ones if they dynamically change. Like I said, I haven't looked at the code yet for most of this. I just tracked down the data. I will definitely take a look.
