The patch skips the command changes in Fanatic's tower. Instead of only the
magic command and a few restricted commands, you can fight with all characters
commands in Fanatic's tower.
The patch also fixes a bug where a character can be setup without any
available commands in magitek events and freeze the game in the character first
turn.
