I'd have to go with Setzer. For being the only living person with an airship, and flying it EVERYWHERE, it's a wonder that nobody mentions him or an airship up until directly before you get to the Opera House. His story arc in the WoB = "I'm stealing this chick! Oh shit, I took wrong chick. Uh oh, Spaghetti O's! I'll fly the airship.". His WoR arc = "Leave me alone, I'm brooding over a dead chick I never bothered mentioning earlier. Hey, let's go rob her tomb! I'll fly the airship.".
He's a crooked gambler who can cut a Chocobo's juggular with a deck of cards from 40 paces. He can throw snake eyes and make your head explode. Okay, maybe that's going to far, but still, you'd figure Setzer would have been flying around, swindling people out of their money through rigged card games and slots. Save someone in one area (like some kid falling off a cliff or about to be attacked on a mountain), try to kidnap someone somewhere else and fail miserably (besides Maria), then flying around missing his dead chick that could have been talked about before robbing her grave... haha.
It would be a much better portrayal of him then what you get to know of him between FF6 and a cameo in KH2, where he's kind of just a flamboyant pansy who can beat a child with a wiffle bat, and not a trenchcoat wearing, card chucking cheater I was expecting. Way to take a dump on my grasp of Setzer, Square. Way to go.
