Personally I've always preferred the songs from Tactics, usually in favor of the songs from main events or story battles. Now don't start hating acting like I don't love Nobuo, the Underwater Shrine is one of my favorite songs, along with many others of his, but it's just that the songs in Tactics have so much emotional influence and relate to the mood of the events. They're so powerful, and most of them are really different, except of course for the songs that are just the same song redone to be slowed down and have a different feel.
I'd have to go with Hitoshi Sakimoto and Masaharu Iwata's masterpieces in Final Fantasy Tactics.
